Credits arrive on the first day of your billing cycle and roll over month to month up to a ceiling, which for Sales Navigator is 50 a month accumulating to a maximum of 150. And a credit comes back whenever an InMail is accepted, declined, or replied to within 90 days. An InMail that gets a response is effectively free; only the ignored ones cost anything.
That is a pricing decision. LinkedIn is not charging for messages, it is charging for irrelevance. Your real monthly allowance is set by your reply rate, not by your plan, and the account that writes to fewer, better-chosen people can send more messages than the one working from a list.
The uncapped side is not unlimited, it is just unpublished. LinkedIn names messages first in its description of what triggers enforcement: "sharing high volumes of messages, comments, posts, or other content in a short period of time" can limit your content or restrict the account. No threshold is given, and the pattern that gets noticed is volume compressed into a short window rather than a total.
The practical version is short. Nobody has ever been restricted for sending twenty replies over a working day. The restrictions follow near-identical messages sent to strangers at a rate no one could type.
